We should be able to consider neighboring bucket sizes and fit to a curve to get more accurate percentile estimates.

Currently, we only use linear interpolation that assumes the distribution of samples within a bucket is constant.

This was left as a follow up since it's not clear what curve to use and whether it'll actually be better. We'd also have to consider how the bucket ranges affect the curve.
