OS: 66.0.3359.30 and 67.0.3370.0
Pixel 2 android 8.1.0

When navigating to chrome://history the title bar is distorted or missing depending on how the navigation was done.

What steps will reproduce the problem?
(1) Goto chrome://history
(2) Enter VR
NOTICE - the title bar is distorted.  Sometimes it does appear clear but most of the time it is just blurry.  When it is clear it says "CLEAR BROWSING DATA..."

(3) Us the back arrow to navigate away from the current chrome://history page.
(4) Use the Omnibox to navigate back to chrome://history
NOTICE - the title bar is blank.


What is the expected result?
Title bar should be clear or removed.

What happens instead?
Title bar is blurry or blank.
