1. Enable #mailto-handling-google-ui from chrome://flags.
2. Enable Voice over from device settings. 

Steps to reproduce : 
1. Launch chrome. 
2. Tap on Menu > Settings 
3. Tap on Content settings > Tap on Compose Mail.
4. Scroll the cursor to other settings Google usage ID.

Observed results:
Google usage ID and Reset to system defaults are read as button
