Improve Devtools Device Emulation Test Coverage |

Issue descriptionhttps://crbug.com/819489 made it all the way into stable. One possible way to prevent this kind of issue is to add more automated test coverage of device emulation. In particular, interaction with the compositor, site isolation and the like. The Viz team has already started landing such changes as we work on adding support for Viz but I think it's critical we work to improve test coverage over time to avoid bugs in stable.

Bulk edit** This bug has the label Postmortem-Followup but has not been updated in 3+ weeks. We are working on a new workflow to improve postmortem followthrough. Postmortems and postmortem bugs are very important in making sure we don't repeat prior mistakes and for making Chrome better for all.
