Unresponsive IFrames after switching tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3370.0 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open a webpage with an IFrame embed of any site other than the current site (in my example URL there's YouTube Embed on Codepen. Codepen Embed on Codepen or YouTube Embed on YouTube will not work)
2. Hover over embed and/or click on it
3. Open a new tab and switch back to tab with embed
4. Try to hover and/or click on embed

What is the expected behavior?
Embed is still responsive. In my example, if you launched the video, you should be able to pause it.

What went wrong?
Embed becomes unresponsive after switching tab. Only possible way to make it responsive again is to resize the window (by opening devtools for example)

Sometimes when you open a web page with IFrame it [frame] is absolutely blank.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 67.0.3370.0  Channel: canary
OS Version: 10.0
Flash Version: 

This issue possible had (haves) some connection with #820965.

Unable to reproduce this issue on reported version 67.0.3370.0 and latest canary 67.0.3371.0 using Windows 10 with steps mentioned below.

1. Navigated to https://codepen.io/anon/pen/bvEJZN >> Played video by clicking on it.
2. Navigated to https://bugs.chromium.org/p/chromium/issues/detail?id=821722, and scrolled down/up
3. Now navigated back and observed tried to pause video and observe video paused successfully. Attaching screencast for reference.
4. Also navigated to https://tproger.ru/news/google-announces-agones/ , clicked inside vk comment box, navigated to other page scrolled, came back and comment box is still responsive.

@Reporter: Please check the video and let us know if we miss anything. Also it seems like there are many flags enabled in your profile. Please check the issue by resetting all flags to default and check the issue. Also check on fresh profile which do not have any apps/extensions installed.

You did everything fine. That's strange.

I disabled all flags and still able to reproduce the issue on 67.0.3371.0. The "Test Doggo" in first post is the clean profile without any extensions (even Google's default ones are removed).

Re-checked the issue on reported version 67.0.3370.0 and latest canary 67.0.3371.0 using Windows 10 desktop and Windows 10 HIDPI laptop with steps mentioned in comment#0 and comment#2 and unable to reproduce this issue.

As issue is not reproducible from TE end removing Needs-Bisect label, could someone from Blink>HTML>Iframe/Blink>HTML>Embed team please have a look at this issue.

Not reproducible with/without OOPIF.

Reporter, is this issue still reproducible on your environment?

Wasn't reproducible at the 14 Apr, same now. Seems to be fixed.
