Issue descriptionChrome Version:67.0.3369.0/10487.0.0 dev channel Daisy,Kip,Reks OS:Chrome OS What steps will reproduce the problem? (1)Recover Build >> In OOBE from Accessibility settings enable On-Screen keyboard (2)Now hover the mouse on the On-screen keyboard and Observe Actual: Unnecessary tool tip of keyboard name(Ex: US Keyboard) is seen all over the virtual keyboard i.e, when hovering on alphabets/numbers... Expected:Tool tip of keyboard name shouldn't be seen all over the keyboard This is a Regression issue as same is working fine in 67.0.3362.0/10463.0.0 dev Note: Issue is not seen in Linux,Windows OS Attached the screencast for reference..
