After pressing 'Ctrl + E', omnibox becomes blank and does not show 'Search Google' label at first instance.

Issue description

Chrome version : 67.0.3370.0 (Official Build) 540244ed4952574c2bb88ac553397e47e5f03c4e-refs/heads/master@{#542909} 32/64 bit
OS : Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Freshly install chrome and launch it (by default user lands on chrome://welcome page)
2. Now press 'Ctrl + E' keys and observe the omnibox.

Actual Result : After step 2, omnibox becomes blank and shows only a favicon icon without any search engine name.

Expected Result : On pressing 'Ctrl + E' keys, default search engine name(i.e 'Search Google') should appear in omnibox along with suggestions list.

This is a non-regression issue seen from M-60 series build #60.0.3072.0

Note : 
1. After pressing 'Ctrl + E' keys, small glipmse of 'Search Google' text is seen momentarily at the RHS in omnibox.
2. This issue can be reproduced at first instance only.
3. This issue is not observed on Mac(10.12.6, 10.13.1, 10.13.4) OS, Kindly review an attached screen-cast regarding Mac OS behavior.

I'm able to reproduce this issue on Linux.

I went back a few months and it repros there as well. Did the Linux/Windows build every work in this way? i.e. the mac is code, maybe it just behaves differently.

A separate question is what is desired? Is the Linux/Windows version wrong or is the Mac version wrong (or is neither wrong and this difference is intended)?

emilyschechter@, What should happen on the first entry. The linux version explains that pressing [tab] will show the search engine name. (it says, "Press [Tab] to search Google"). Pressing Tab changes the Omnibox to the "Search Google" prompt.

I'm wondering if it's intentional, to help introduce the [Tab] for search engine feature. (In which case, not doing so on Mac would be the bug here).

I don't think that's intentional. I think it's just a bug.
