Chrome not responding (ANR)

Steps to reproduce the problem:
1. launch Chrome 
2. Search for news using finger.
3. use stylus/spen and long press on any link
4. Context menu opens, but does not take any event .. after 20seconds, Chrome isn't responding popup appears

What is the expected behavior?
Chrome should respond properly and allow touch events to be done.

What went wrong?
ANR crash.
dump log is attached.
Crash happens every time on launch but later it does not happen. Long press on link or text using stylus first time after launch of Chrome, ANR happens always.

Did this work before? Yes chrome 59

Chrome version: 65.0.3325.109  Channel: stable
OS Version: 8.0.0
Flash Version: N950U

This issue does not happen when using Finger for touch/ long press.
This looks it is related to this API -- 
ContentViewCoreImpl.java#requestUnbufferedDispatch(event)

Tested the issue using #65.0.3325.109 on Samsung Galaxy Note 8, 7.1.2 and could not reproduce the issue as per the steps mentioned in original comment.No ANR is observed.

Note: This happens only on first launch. And stylus long press event on Text / Link node needs to be done on launch in web content area. 
The app goes into unresponsive state, and a Not responding popup appears after 20 seconds.
It happens on first launch always.

I could reproduce it with Samsung Galaxy Note 4. Bisect points to r606990

Assigning to chongz@ who enabled the feature. FWIW, SPen touch event differs from finger touch by deviceId/tooltype/source.
