Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36
Example URL:
Steps to reproduce the problem:
1. Define a SVG filter in <defs> tag
2. Define a <image> tag with animated GIF on SVG
- It's occurred on both of Data-URI and external resource
3. Apply the filter to the image tag
What is the expected behavior?
The animated GIF should play.
What went wrong?
The animated GIF doesn't play.
Does it occur on multiple sites: Yes
Is it a problem with a plugin? No
Did this work before? Yes Chrome 63
Does this work in other browsers? Yes
Chrome version: 64.0.3282.186 Channel: n/a
OS Version: 10.0
Flash Version:
It causes only Google Chrome(>=64).
On other Chromium browser can play animated GIFs.
(Ex. Opera 51.0.2830.55)

milan.miramical@ Thanks for the issue. Tested this issue on the reported version 64.0.3282.186, latest Canary 67.0.3371.0 and Stable 65.0.3325.162 on Windows 10 and Mac OS 10.12.6 by following the below steps. 1. Downloaded the given zip file. 2. Extracted the files and loaded test(2).html and forreport.html on Chrome and can observe that the video and gif are playing with any issues. Attached is the screen cast for reference. Request you to check and update if anything is missed from our end in triaging the issue. Also request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations. Thanks.

susan.boorgula Thanks for your suggest. I installed latest version 65.0.3325.162 to other Windows 10 PC didn't install Chrome. And open forreport.html on the Chrome. But, the animated Gif couldn't be played. The problem is caused on some Japanese Windows PCs. (I'm confirmed on 4 PCs and some my friend's issue) I attached a video.
