Chrome restore opens too many tabs after Windows restart/Chrome restore

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36 Steps to reproduce the problem: 1. Use chrome extensively to view hundreds of sites 2. Have a small number of tabs actually open (6-10) 3. Wait for Microsoft update/Windows restart 4. Chrome launches as part of boot-up sequence 5. Login to windows and find chrome open on desktop with too many tabs What is the expected behavior? Chrome should open the exact number of (a) instances of Chrome and (b) tabs in each instance, as were open when it was killed as part of the Windows shutdown/restart sequence. What went wrong? It appears that the routine that re-opens tabs (restore) opens each one multiple times - by counting how many I have to click 'x' to close then each one is opened at least 8 times and perhaps 10-12 times. Did this work before? Yes Not sure but had the problem for the last three Windows update cycles Chrome version: 65.0.3325.162 Channel: stable OS Version: 10.0 Flash Version:

Tested the issue on chrome reported version 65.0.3325.162 using windows 10 and observations are as follows: 1) Launched chrome reported version, opened 8 tabs with different websites and in chrome://settings under "On start-up" checked "Continue where you left off" option and exited from chrome and observed all 8 tabs are seen on relaunching of chrome. 2)Launched chrome reported version, opened 8 tabs with different websites and in chrome://settings under "On start-up" checked "Continue where you left off", and in new tab typed "inducebrowsercrashforrealz", chrome got crashed and after relaunching able to see 8 tabs. 3)Launched chrome reported version, opened 8 tabs with different websites and in chrome://settings under "On start-up" checked "Continue where you left off", restarted the system and opened chrome, able to see 8 tabs . @Reporter: Please find the above three scenarios and let us know your inputs on it which helps us in further triaging it.
