Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36 Steps to reproduce the problem: 1. Open the attached demo page 2. Click the "benchmark" button 3. Observe the FPS value on top-left corner (the random pixels image shouldn't change...) What is the expected behavior? Chrome should render at 60 FPS rate (on 60Hz monitor) What went wrong? The results depends on the tested machine. On some laptops, Chrome results are much worse than on other browsers: ====================================================== 1. Yes Chrome version: 65.0.3325.162 Channel: stable OS Version: 10.0 Flash Version: The demo uses yuv-canvas, which is a JS class to draw YUV image frame buffers to an HTML5 canvas (https://github.com/brion/yuv-canvas). I'm not the author of this class, just doing performance tests on it (as part of a different private project). I'm aware of an old (still open) bug which look somewhat similar - https://bugs.chromium.org/p/chromium/issues/detail?id=180119 However, this bug also involves reading from the gpu (using glReadPixels) - so I'm opening it as a new issue.

QA team: there is no evidence that this was reported as a regression. If you find an older Chromium build which runs this test faster than current Chromium then please run a bisect. Thanks.

Can't immediately reproduce on a Microsoft Surfacebook. The test case runs at about 60 FPS on this machine. about:gpu follows. Jamie, Geoff, do you have an older Windows laptop in the office on which you might be able to see this performance issue? Able to reproduce the issue on reported chrome version 65.0.3325.162 and on the latest chrome version 67.0.3370.0 using Windows-10 HP ELITEBOOK. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged. Note: Issue is not seen on Mac 10.12.6 and Ubuntu 14.04.
