Pre-Condition: Enable 'Force UI Direction' Flag to RTL from chrome://flags

What steps will reproduce the problem?
1. Launch chrome, click on bookmark icon in omnibox and click on drop-down for folder option on bookmark bubble.
2. Observe

Actual: Drop-down is seen right aligned.

Expected: Drop-down should not be seen right aligned and should be in center below drop-down.

This is a regression issue, broken in M-64 series, Using the per-revision bisect providing the bisect results,

Good Build:64.0.3260(Revision:514067)
Bad Build:64.0.3261.0(Revision:514329)

You are probably looking for a change made after 514116 (known good), but no later than 514117 (first known bad).
