The dashboard shows the older name for this property 'scroll-boundary-behavior' [1] but this has been renamed to 'overscroll-behavior' before M63 release. [3]

We collect the usage stats under Blink.UseCounter.CSSProperties.overscroll-behavior and it can be seen in UMA [2] but not on dashboard.
