Split function config out of Tricium service config

Currently analyzer config (input/output types, cipd packages, etc.) is listed along with service config.

Analyzer contributers are only concerned with editing the analyzer configs; splitting up the config would make it clearer for people adding analyzers.

Note, lists of functions can appear in either the service config or project config. Maybe it could be split up in both places?
