'networkingPrivate' is not allowed for specified extension ID.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.76.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.190 Safari/537.36
Platform: 10176.76.0 (Official Build) stable-channel peppy

Steps to reproduce the problem:
1. created one sample extension
2. added permission : "networkingPrivate" in manifest file
3. at the time of deployment getting error: 'networkingPrivate' is not allowed for specified extension ID.

What is the expected behavior?
expecting to access the network information

What went wrong?
not able to use networkingPrivate API

Did this work before? N/A 

Does this work in other browsers? No
 'networkingPrivate' is not allowed for specified extension ID. Tried same API in APP as well. Referred the link: https://developer.chrome.com/extensions/networkingPrivate.

Chrome version: 64.0.3282.190  Channel: stable

Components: Platform>Extensions>API
As the doc says, the API is only available to whitelisted apps/extensions so I think this is expected.
I have not black listed the app/extension. Can you please elaborate what does whitelisted app/extensions mean? Do we need to add additional permission in manifest?
