What steps will reproduce the problem?
(1) Launch chrome, try to maximize and restore down the window.
(2) Now observe the gap between avatar icon and minimize button.

Actual Result: Space is not seen between avatar icon and minimize button after maximizing the window.
Expected Result: Space should be seen between avatar icon and minimize button every time.

This is a Non-regression issue seen from M60 series build #60.0.3072.0.

Note: 
1) Issue is also seen on M-65 Beta (build #65.0.3325.125), M-65 Dev (build #66.0.3359.26) & M-67 Canary (build #67.0.3368.0).
2) This issue is seen only on fresh first launch on Win 7, 8, 8.1
