Non-Regression : Screencastify Notification and option at Uber Tray is still available even after browser is closed

What steps will reproduce the problem?
(1)Sign into user and go to above URL to install 'Screencastify' extension 
(2)After complete installation,click on extension to open -> Now start recording -> observe Notification is seen at 'Notifications' and at Uber Tray observe 'Stop' option is available
(3)Now close browser -> after few seconds click on 'Stop' either at  'Notifications' or at Uber Tray -> Observe recorded video is not saved as browser is closed

Expected: As browser is closed Notification and option  at Uber Tray should not be available
Actual: Instead even after browser is closed Notification and option at Uber Tray is still seen

This is Non-regression Issue seen from M-62

As I checked at Actual_Notification.mp4, the notification and the option look closed correctly after the Screencastify is finished. Could you check the attached video?

a)Issue is even after browser is closed able to view Screencastify Notification at 'Notifications' and option at Uber Tray which should not be seen
b)In  'Actual_Notification.mp4' video after enabling Screencastify ,closed browser -> observe Screencastify Notification at 'Notifications' and option at Uber Tray is still available -> after few seconds I stopped video by clicking on 'STOP' at 'Notifications' -> observe video will not get captured as browser is closed

Ah, thank you for explanation!

This is an intended behavior of the extension (Screencastify). On Chrome OS, all extensions/apps keep running in background even after all browser windows are closed. If the author doesn't want to do it, the extension explicitly needs to handle it.

Please let me know if I misunderstood something or the behavior need to be changed. Thanks.
