Non-Regression: Unable to select multiple files using mouse drag while attaching files in Gmail

Issue description

Chrome Version:65.0.3325.159/10323.55.0 Beta channel Reks,Kip,Daisy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Open Gmail, Compose mail>> Click on Attach files
(2)Now, try to select multiple files using mouse drag and observe

Actual: Unable to select multiple files using mouse drag while attaching files. Able to attach using Ctrl+A or Shift+Arrow.

Expected: Should be able to select multiple files using mouse drag also

This is a Non-Regression issue seen from M62

NOTE: Issue is seen on M63, M64, M65 and M67 also

fukino@ - Just to confirm, I don't think we support mouse drag at all in Files app today correct?

Yes, it is WAI.
We don't support all drag operations in dialogs.

That said, technically, it is possible to support drag-selection in dialog.
Marking this as WontFix, but if we should support the operation, please reopen this bug and change the bug type to Feature.
