"open in new tab" doesn't open in new tab

Issue description

Device name:s7

From "Settings > About Chrome"
Application version:66.0.3368.0
Operating system:7

URLs (if applicable):any

Steps to reproduce:
(1)open url with jpeg images
(2)download jpeg image
(3)open new tab
(4)on the downloads open context menu and click "open in new tab"

Expected result:
image is opened in new tab

Actual result:
image is opened outside Chrome

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Launch Chrome.
2. Downloaded image
3. Opened New tab
4. Observed image is opened outside Chrome
 
Chrome versions tested:
65.0.3325.109(Stable), 67.0.3369.0(Canary)

OS:
Android &.0.0

Android Devices:
Samsung J7

This seems to be a Non-Regression issue as this is a New feature introduced in M65.

Looks like we're opening this in a custom tab, which gives us a lot of visual improvements on the display of the image.  It's still Chrome we're just not using the traditional tab stack.

The phrasing is a bit misleading.  We should probably use a better string.

in s7 we don't have any visual improvements and we loose various options.

...and we don't have consistency - this option in this place behaves differently (depends on file extension)
