Non-Regression: Chrome//settings is seen instead of chrome://settings/privacy when clicked on settings link in Google Terms of Service overlay

What steps will reproduce the problem?
(1)Sign-in to user>> Open Play store>>In, Google Terms of Service overlay, click on Settings and observe

Actual: When clicked on Settings, it's navigating to the Network section of settings i.e., it's navigating to chrome://settings instead of chrome://settings/privacy

Expected: When clicked on Settings, it should navigate to the Privacy and Security section of settings.

This is a Non-Regression issue seen from M-62

NOTE: Issue is seen on M63, M64, M65 and M67 also

arc: Open privacy settings instead top-level settings.

Settings link in ARC++ OptIn UI is used in section about statistics
collection. It is more usable to user to open settings at privacy page
that contains relevant information.
