What steps will reproduce the problem?
(1) Launch chrome, Navigate to NTP and open devtools
(2) Now press 'F1' to open preferences and click on 'Work space' and then click on 'Add folder' option and select any folder and click on 'Allow' option
(3) Now click on folder exclude pattern and press 'Tab' key and observe focus travel
 
Actual: Focus is lost after 'x' remove button 
Expected: Focus shouldn't get lost after 'x' remove button

This is a Non-regression issue seen from M-60 series build #60.0.3072.0

Note: Issue is also seen on M-65 Beta (build # 65.0.3325.125), M-66 Dev (build #66.0.3359.26) and M-67 Canary (build #67.0.3368.0)
