Regression: Focus get lost from 'more option' after capturing screenshot in DevTools.

Issue description

Chrome Version: 65.0.3325.162 (Official Build) 5d04e9e9c8ce31bee0923a8c326a7e9e19c492a3-refs/branch-heads/3325@{#695}(32/64 bit)

OS: Windows(7,8,8.1,10) , Linux(14.04 LTS) , Mac(10.12.6,10.13.1,10.13.4) OS.

Steps to reproduce:
1. Launch chrome ,open DevTools window on NTP and click on toggle device toolbar.
2. Press tab key until focus reaches to 'More options' and press enter.
3. Click on 'capture screenshot' option and observe.

Actual: Focus get lost from 'more option' after capturing screenshot in DevTools.
Expected: Focus should stay on more option even after capturing screenshot in DevTools.  

This is Regression issue broken in 'M-65’ and Using the per-revision bisect providing the bisect results,

Good Build: 65.0.3309.0(Revision: 526410)
Bad Build:  65.0.3310.0 (Revision: 526575) 

You are probably looking for a change made after 526474 (known good), but no later than 526475 (first known bad).

Status: WontFix (was: Assigned)
i'll mark this as wontfix. it's a side effect of treating downloads via the anchor attribute as navigations.
