matra in hindi are shown incorrect. Text alignment is also not proper when matra's are used.

Issue description

Example URL:
google.com

Steps to reproduce the problem:
Precndition: Keyboard language needs to set to hindi
1. fetch google.com 
2. input "प्यार" in search field
3. See suggestion list and search field entry is not aligned properly.
4. Now click on search button with "प्यार" in input field.
5. Now go to input field and type "प" and see suggestion

What is the expected behavior?
Hindi characters should be rendered properly.

What went wrong?
The suggestion are not rendered properly. See attached screenshots

Does this work in other browsers? N/A

Tested the issue in Android and able to reproduce the issue as per the steps mentioned in original comment. Observed the incorrect rendering of suggestions.

Chrome versions tested:
65.0.3325.109(Stable), 67.0.3369.0(Canary)

OS:
Android 7.0.0

Android Devices:
Samsung J7

This seems to be a Non-Regression as same behavior is seen since M58.

This seems to be an issue with partial fallback or mixed glyph coverage in the requested fonts. sandeepkumars@, thanks for retesting. Would you mind checking if this is reproducible on a Pixel or Nexus device, or only on Samsung? Thank you in advance.
