Steps to reproduce:
1. Launch chrome and navigate to above URL.
2. Now click on file to start download and observe.

Actual: Download arrow indicator is not seen while downloading file.
Expected: Download arrow indicator should be seen while downloading file.

This is Regression issue broken in 'M-67’ and Using the per-revision bisect providing the bisect results,

Good Build:67.0.3364.0 (Revision: 541280 )
Bad Build:67.0.3365.0  (Revision: 541679) 

You are probably looking for a change made after 541362 (known good), but no later than 541363 (first known bad).
