Ah, here's a better description then:

Repro steps:
1) Submit a credit card form such that credit card upload is offered
2) Click one of the "Terms of Service" or "Privacy Notice" links in the legal footer
3) New tab opens and shows you that legal document
4) Return to original tab

Desired behavior:
Credit card upload bubble is still shown

Actual behavior:
Credit card upload bubble was dismissed the moment the tab changed

(You can still click the credit card icon to bring it back, but that's not obvious.)
