Twitter web notifications do not work

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Example URL:
https://twitter.com/settings/web_notifications

Steps to reproduce the problem:
1. Log into Twitter
2. Go to settings
3. Click on Web Notifications on the left side
4. The message 
Browser notifications are unsupported
This browser doesn't support web notifications. will appear on the right side

What is the expected behavior?
Web notifications options should be appearing

What went wrong?
Web notification options for Twitter does not appear. I get 

Browser notifications are unsupported
This browser doesn't support web notifications.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 65.0.3325.146  Channel: stable

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #65.0.3325.146 and latest canary #67.0.3368.1.

Attached a screenshot for reference.

Following are the steps followed to reproduce the issue.
------------
1. Logged into Twitter.
2. Navigated to https://twitter.com/settings/web_notifications
3. Observed that web notification options for twitter appeared as expected.

kevinjweiner@ - Could you please check this issue on latest canary #67.0.3368.1 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

I just tried uninstalled, clearing out all my data, reinstalling and that did not fix the problem.

I've tried it on the canary version, but it does not work on the latest stable version 65.0.3325.162. I've tried it on another chrome browser on a different computer and I get the same problem.

kevinjweiner@ Thanks for the feedback.

Able to reproduce the issue on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04 on the latest Canary 67.0.3370.0 and Stable 65.0.3325.162 by following the steps given in the original comment.

On logging into twitter.com -> Settings and Privacy -> Web Notifications, can see the message 'Browser notifications are unsupported'.
This issue is inconsistent as sometimes we can see 'Turn on browser notification button' as screen shot attached in comment #2.
Attached are the screen shots for reference.

This is a Non-Regression issue as this behavior is observed from M60 Chrome builds. 
Hence marking this as Untriaged for further updates from Dev.
