Can't change resolution on two 4k displays simultaneously

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.73.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.169 Safari/537.36
Platform: 10176.73.0 (Official Build) stable-channel zako

Steps to reproduce the problem:
1. Connect two 4k displays to an HP Chromebox (zako), one via HDMI and one via DisplayPort.
2. Start with both displays set for 3840x2160 resolution.
3. Set one of the displays to 2560x1440.
4. Try to set the other display to match.

What is the expected behavior?
Both displays are at 2560x1440 resolution (@60Hz).

What went wrong?
The display set in step (4) is correctly set to the new resolution, but the display from step (3) erroneously reverts to 3840x2160.

After a reboot, it becomes possible to change one of the displays to match the other, but it does not appear to be possible to change the resolution of both displays without rebooting in between.
