Tabs are not restored.

Issue description

Chrome Version: (copy from chrome://version) 66.0.3359.10 (Official Build) dev (64-bit)
OS: (e.g. Win7, OSX 10.9.5, etc...) CrOS

What steps will reproduce the problem?
(1) Open some tabs.
(2) Shutdown Pixelbook
(3) power on and log in.

What is the expected result?
Tabs are restored (option is set in settings).

What happens instead?
Tabs not restored

Happens all the time.

Still happens with 66.0.3359.43.  This is very annoying to have to recreate all tabs when my Pixelbook gets an update.

Still the same with 67.0.3376.0.  Am I the only one hitting this?

Somehow this got marked P3 and no component assigned so no one was getting info about it.

This sounds like a dupe of  bug 816586  which got a fix on TOT 2 days ago and merged to 66 yesterday. Next builds of 66 and 67 should be corrected if so.
