Steps to repro
# With NVDA active, begin downloading a large file
# Cancel the download before it finishes
# Click the options button in the downloads bar
# Use arrows to navigate the options
# Notice nothing is spoken
# Click the file button
# Notice nothing happens

Expected: If options are visible on screen, they should also be focusable and set to disabled if they are greyed out. The file button should also be set to disabled if it is not actionable

Actual: Buttons appear to be actionable and options menu appears to be empty to screen reader users
