Support "reduce transparency" accessibility setting in the tab grid.

Issue description

The tab grid should respect the "reduce transparency" accessibility setting by removing the transparent effect from the tab grid toolbars (making them opaque) when the setting is enabled.

Turns out that the UIVisualEffectView already supports reduce transparency out of the box. Marking as fixed.
The NextAction date has arrived: 2018-03-28
