As identified in Issue 818594, some uses seem to have entries in their GCMKeyStore database that don't have encryption keys associated with it. It's unclear how such entries get there - let's investigate.

We changed this code in M66 to actually prefer not having the keys vector in favor of a new storage mechanism.
