Wheel scrolling sometimes stops working

Issue description

Chrome Version: 66.0.3359.22
OS: Linux

I've been noticing this occasionally. Today this happened to me on https://medium.com/@steve.yegge/who-will-steal-android-from-google-af3622b6252e but I doubt there's anything specific by page. I've captured a trace wheel scrolling after it locks up. Everything looks good from the browser process, we dispatch a GSB and GSU, I can see the renderer receives it on the compositor and the GSU has delta so it's getting lost somewhere after that but we don't have enough information in the trace I think.

We would probably benefit from adding more TRACE statements on the compositor so we can tell where these kinds of issues are getting stuck.

Also potentially useful pieces of info: dragging the scrollbar still works. Wheel starts working again when the page is reloaded.

This issue seems similar to issue 820979. I can reliably reproduce this for Critique. How do I produce a trace?

Hi iwk@. Here's instructions on how to grab a trace (make sure you capture all Record Categories as mentioned in the instructions).

Looking at issue 820979 I suspect it may be a separate issue (though related to the same feature launching in M65). In this bug, moving the mouse doesn't help and I can't scroll the page until it's refreshed. It sounds like in 820979 moving the mouse helps? Is that right?

Correct, moving the mouse helps in issue 820979. Could you provide the link to "Here"? :)

This seems to be happening on Chrome OS as well.  
It is intermittent and if you use the touchpad two finger scroll it seems to fix it as well as if you use touch screen to scroll it fixes the issue with the mouse scrolling wheel.
