Glitches on scrolling

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3368.0 Safari/537.36

Example URL:
https://github.com/salesforce/tough-cookie/blob/master/public_suffix_list.dat

Steps to reproduce the problem:
1. Open some site with long content in a single block (element)
2. Scroll and observe

What is the expected behavior?
Everything renders perfectly with no glitches

What went wrong?
Elements disappear and blink like crazy. As fast you scroll, the more glitches occur. My best result is completely blank page (only 'background-color')

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 67.0.3368.0  Channel: canary
OS Version: 10.0
Flash Version: 

Happens probably for two weeks already on Chrome Canary.

Unable to reproduce the issue on chrome reported version 67.0.3368.0 using windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: https://github.com/salesforce/tough-cookie/blob/master/public_suffix_list.dat
(as provided in comment#0)
2) Scrolled the page downwards, didn't observed any disappear/blink of the text.

@Reporter: Please find the attached screen cast for your reference and try to test this issue by creating a new person with no apps and extensions in it and let us know if the issue still persists.

Chrome Canary updated to 67.0.3368.1 and I'm no longer able to reproduce this issue too. Nor with the main profile, nor with the new profile.

I thought further and if you cannot reproduce this issue then it's probably related to the system. But nothing changed in the system: no [Windows] Insider updates, no software removed. I only installed Tunngle, but how is this even can be related.

So it may be just fixed in this Canary update?

The only thing I can reproduce still is unresponsive/blank IFrames [until you open DevTools (?)], I thought they related to this issue and wanted to mention it because they were disappearing too on a scroll. But seems like not, it is unrelated. I have not found any report on it. Should do I create new Issue?

Thanks for confirming on non reproducible of the issue through screen cast 2018-03-13_14-55-55.mp4 provided in comment#3.

Regarding "unresponsive/blank IFrames", with reference of the screen cast (2018-03-13_14-25-30.mp4), we got signed up and logged in into "VK" and tested the issue, unable to reproduce the issue on chrome version 67.0.3368.0 using windwos-10 with steps mentioned below:
1) Launched chrome version and "logged in" into "VK"
2) On one of the news feed tried to add the comment by clicking "Add comment", able to see cursor position on add comment section without opening Devtools.

@Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue, try to test this issue by creating new person with no apps and extensions in it. 
If you are still able to reproduce the issue please raise a new issue for this and provide your confirmation on closing the main issue(as mentioned in comment#0).

Closing since scrolling issue not reproducible. If you are encountering an iframe issue open a new issue; although it doesn't look like we can repro that either.
