OS: Mac OS(10.12.6)

What steps will reproduce the problem?
(1) Freshly launch chrome, resize the chrome window.
(2) Navigate to https://chrome.google.com/webstore/category/extensions?hl=en-GB and add any extension e.g: PDF viewer. 
(3) Now navigate to chrome://extensions/ and check the 'Allow in incognito' option for the added extension.
(4) Open a new incognito window and observe the size of the omnibox and the placement of the extension icon.

Actual: Omnibox remains resized and wierd placement of extension icon is seen in incognito window .
Expected: Omnibox should not remain in the resized form and placement of extension icon should be proper in incognito window.

This is a non-regression issue, seen from M-61 build #61.0.3113.0.
  
NOTE: 
1. Issue is also seen on Stable(build #65.0.3325.146), Beta(build #65.0.3325.125) , Canary(build #67.0.3368.0)
2. Issue is not seen on Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.13.1,10.13.4)
