Chrome not a share target on Android

Issue description

Chrome Version: 65.0.3325.109
OS: Android

What steps will reproduce the problem?

(1) Open a native Android app that supports the native share function.
(2) Tap "share".

What is the expected result?

Chrome appears in the share dialog, allowing the URL to be opened/"shared" in Chrome, alongside with Gmail, Hangouts, etc.

What happens instead?

Chrome is not listed.

This makes it very difficult to open a resource in Chrome to bookmark, send to other devices, translate, etc. Note that Firefox and Edge do support this feature, and are listed in the sharing dialog. (See attachments, which show an attempt to open a Medium story in Chrome.)
