What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://extensions apeg and enable 'Developer mode' option.
2. Now resize browser window towards extreme LHS.
3. Observe the 'UPDATE' button in button strip.

Actual Result : Unable to see 'UPDATE' button in button strip after resizing browser window towards extreme LHS.

Expected Result : 'UPDATE' button should be visible even when browser window is resized towards extreme LHS.

This is a regression issue, broken in M-64 and providing the bisect results using per-revision script :
Good Build : 64.0.3280.0 (Revision : 519959)
Bad Build : 64.0.3281.0 (Revision : 520391)

You are probably looking for a change made after 520352 (known good), but no later than 520353 (first known bad).

1. Issue is not observed on Mac(10.12.6, 10.13.1, 10.13.4) OS (i.e 'UPDATE' button is visible even after resizing browser window to it's minimum limit)
2. Issue is reproducible on today's Dev #66.0.3359.27(PGO), Stable #65.0.3325.146 and Beta #65.0.3325.124 build.
