Regression: App info/Remove from chrome dialog boxes can be opened any number of times

What steps will reproduce the problem?
(1)Sign-in to user>> Click on app launcher and open app info/Remove from chrome  and again open app info/Remove from chrome dialog box and observe

Actual: App info/Remove from chrome dialog boxes can be opened any number of times
Expected: Should be able to get App info/Remove from chrome dialog box once.

This is a Regression issue as same is working fine in M65 beta

NOTE: Issue is seen on M67 also

The windows are in different processes, and we don't yet have a way to associate windows from different processes. Same root cause as 814619 .

+xiyuan, is there an effort to fix this for CrOS, or is it going to be fixed after hejq@ is done moving everything to Ash?

The transient parent/child relationship between windows of difference processes is not going to be supported any time soon. It breaks the security requirement that one process should have no knowledge of windows from other processes.

However, for this bug, the main concerns is the app info dialog could be opened multiple times. We can probably fix by making it a system modal. Or adding extra code to ensure only a single instance could be created.
