Mobile device screen emulator rendering regression

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36 Steps to reproduce the problem: 1. Open Developer Tools 2. Cmd+Shift+M or click on "Toggle Device toolbar" button 3. Select a mobile device from the list, or create a custom device with pixelRatio > 1 What is the expected behavior? As until Chrome 64.x, it should render the page completely as in a real mobile device What went wrong? It now renders only 1/pixelRatio width and 1/pixelRatio height of the screen (e.g 1/9 of the image if pixelRatio is 3, like in Pixel 2 Phones). Also Capture Screenshot feature is attached See attached files (one from dev tools, other from capture screenshot) I tried on Windows 10 (Surface 3 laptop) and it works correctly, so it seems to be a macOS release issue. Did this work before? Yes Any Chrome 64.x or lower. I just upgraded. Chrome version: 65.0.3325.146 Channel: stable OS Version: OS X 10.13.0 Flash Version: Shockwave Flash 28.0 r0
