Copy/Cut command should populate text/rtf data

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36
Steps to reproduce the problem:
1. copy excel data
2. paste in browser
3. clipboardData.getData('text/rtf') is empty
What is the expected behavior?
What went wrong?
clipboardData.getData('text/rtf') must not be empty when copy excel.
Mac works fine. But window dose not work.
Did this work before? N/A
Chrome version: 65.0.3325.146 Channel: stable

Tested the issue on chrome reported version 65.0.3325.146 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and copied some data from excel sheet
2) Pasted the copied data into browser, able to see copied data in omnibar
Observations: After copying the data tried with executing the command in Devtools > Console with clipboardData.getData('text/rtf'), it shows UncaughtReferenceerror.
@Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which helps us in triaging it better way.
