Regression : Chrome crashes after allowing 'Microphone' permission.

Issue description

Chrome Version : 67.0.3368.0 (Official Build) 0f36d3901569535a63173a1835f8dfbcf7b66d60-refs/heads/master@{#542340} 32/64-bit
OS : Windows(7,8,8.1,10), Mac(10.13.4, 10.12.6, 10.13.1) 

What steps will reproduce the problem?
1. Install latest chrome Canary # 67.0.3368.0 build and launch it.
2. Open NTP, click on 'Microphone' icon in fake box and 'Allow' the microhpone permission.
3. Observe.

Actual Result : Chrome crashes after allowing 'Microphone' permission.

Expected Result : Browser should not crash after allowing 'Microphone' permission.

This is a regression issue, broken in M-67 and providing the bisect results using per-revision script :
Good Build : 67.0.3366.0 (Revision : 541889)
Bad Build : 67.0.3367.0 (Revision : 542330)

You are probably looking for a change made after 541904 (known good), but no later than 541905 (first known bad).

2. Issue is not reproducible on today's Dev #66.0.3359.26(Clang) and 66.0.3359.27(PGO) build.

Able to reproduce issue on Linux(14.04 LTS) OS with #67.0.3368.0 build.
