Regression : Unable to open 'Learn more' link in incognito window after dragging it in omnibox

Issue description

Version: 66.0.3359.26 Revisionb3471a2c378d1cfc5be97bb38b9c32038d1aef14-refs/branch-heads/3359@{#146}(32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, and press 'Ctrl + Shift + N' to open incognito window
2. Now drag 'Learn more' link in incognito window to omnibox and observe

Actual: Unable to open 'Learn more' link in incognito window after dragging it in omnibox
Expected: Should be able to open 'Learn more' link in incognito window after dragging it in omnibox

This is regression issue, broken in ‘M 66’ and will soon update other info :
Good build:66.0.3329.0
Bad build: 66.0.3330.0

Note : Issue is not seen on Mac OS X(10.12.6,10.13.1,10.13.4) and will soon update Linux info

Unable to narrow down the range using per-revision bisect script hence providing suspect from narrow bisect.

1. Above issue is also seen on latest Canary M-67 (# 67.0.3368.0)
2. Issue is also seen on Linux(14.04 LTS) OS

Hello @rpise :) Thank you for reporting this. But dropping a url onto omnibox doesn't navigate to it anymore. Please refer to  bug 791259  .

I'm going to change status to 'Won't fix' .

With respect to comment #2 :
Dropping a url onto omnibox navigates to it in Mac OS X(10.12.6,10.13.1,10.13.4) OS. According to   bug 791259  it should not navigate in Mac OS.
