Unable to reproduce the issue on chrome version 65.0.3325.146 using windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to Devtools
2) Able to see Devtools

@Reporter: Please find the attached screenshot for reference. Try to test this issue on latest chrome stable and let us know if the issue still persists. You can download latest chrome stable version from URL: https://www.chromium.org/getting-involved/dev-channel.

Thanks for the report.  I'm also unable to reproduce, we'll need some help to investigate:

- Does this happen when inspecting any site, or just particular URLs?
- Does this happen in incognito/a guest profile?
- Could you please try to open DevTools-on-DevTools and let us know of any errors in the second console?  Steps on how to open it are here:
