Themes all messed up

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Steps to reproduce the problem:
1. Load a random them user custom or on store
2.

What is the expected behavior?

What went wrong?
The theme wallpaper won't scale with min and max. White bars will be present. 

WebStore page: all themes i make or find on store

Did this work before? Yes Before the recent update

Chrome version: 65.0.3325.146  Channel: stable
OS Version: 10.0

Using the following theme I see the same behavior in all versions of Chrome - the image is not upscaled to my 2560x1600 display resolution.

I think some of the new tab page (NTP) developers may help in triaging the issue:
