Autohide shelf interferes with stylus menu selection

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.76.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.190 Safari/537.36 Platform: 10176.76.0 (Official Build) stable-channel caroline Steps to reproduce the problem: 1. Enable shelf's autohide behavior 2. With the shelf hidden, remove stylus from body triggering stylus menu (e.g., on Samsung Chromebook Pro). Stylus menu is displayed and the shelf remains hidden. 3. Attempt to select a menu item with the stylus. As the stylus approaches the screen, the stylus triggers the shelf to appear suddenly, shifting the menu up by one item (causing the wrong menu item to be selected). What is the expected behavior? The stylus menu should stay still as it's selected with the stylus. Either the shelf should appear together with the stylus menu, or the shelf should stay hidden even as the stylus approaches the menu. What went wrong? The screen detects the approaching stylus and triggers the shelf to be shown (but only when the stylus menu is active). This causes the confusing behavior of shifting the menu only as you go to tap it). Did this work before?
