Tabs are blank when coming back to them. Resizing displays the content.

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)
PixelBook 66.0.3359.10 (Official Build) dev (64-bit)

What steps will reproduce the problem?
(1) Open a tab 
(2) Go to another tab and come back to #1.
(3) The page is blank.  When I move the mouse, it changes shapes when it's above a link.  Resizing the page show the content back.

What is the expected result?

What happens instead?

sounds like a compositor problem

I can't repro in  67.0.3368.0 . i suspect this has been fixed. I skimmed recently closed bugs but couldn't find anything except  Issue 807448 . ccameron might know.

I'm able to reproduce this reliably. Seems to only happen for pages that open a link in a new tab (clicking on a link in a gmail message, or clicking on a document in the drive document list, for example).

Can't reproduce on Windows Version 67.0.3371.0 (Official Build) canary (64-bit). Can someone share detailed repro steps preferably with a video?
samans: From #1 and #3 it only happens in M66.
#6 says it happens on M67 too, but maybe it's easier to reproduce in M66. I can try dev and beta to see if I can reproduce it.

Repro for me:
- In Gmail, open an email that has a link
- Click on the link - Chrome switches to that tab.
- Go back to gmail tab, it's blank.
- Resize the window, gmail is back :-)

Failed to reproduce this on:
- Linux ToT
- Windows 66.0.3359.26 (Dev)
- ChromeOS 66.0.3359.31 (Dev)
by following steps in #12. I'll do more testing and update this thread. In the meantime any extra feedback from users is appreciated.
I also cannot reproduce in Windows or Linux dev channel (both 66.0.3359.26).
It is not deterministic. Sometimes it takes multiple tries to get the blank tab to appear. This is on Mac Version 66.0.3359.26 (Official Build) dev (64-bit)
How many tabs are present when this happens? Does it happen even when you have only 2 tabs? Does it take going through multiple tabs to hit this bug, or you just go tab A to B back to A and A is blank? 
I have tens of tabs across usually about 5 windows.

Yes, it happens with just 2 tabs in a window - I believe I saw this with YouTube cmd-clicking to open a video in a new tab.

Opening a new tab then closing it has resulted in the first tab being blank.

I also have a dozen tabs on my Chromebook (because it keeps loosing them :(
and 50 on my desktop.  A to B and back to A is enough to trigger it.  I see
it mostly in Gmail but it could be because I look at that tab more often.
