Browser will not open after installing 66 dev

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.23 Safari/537.36

Steps to reproduce the problem:
1. Try to open browser

Chrome version: 66.0.3359.23  Channel: dev
OS Version: 10.0
Flash Version:
 
I am also on "Version 66.0.3359.22 (Official Build) dev (64-bit)" and having crashes when I open chrome.

A temporary workaround is to set the compatibility mode for chrome to windows 8. However, this has to be redone every time chrome is closed.

I am experiencing this both on a freshly reformatted computer and on my primary computer that chrome auto updated.

Duplicate of  issue 816628 .
Try right-clicking chrome.exe and setting the compatibility mode to Windows 7 until you get the new fixed update.
