Chromium should not inhibit monitor power saving during download

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Use a linux distro with kde plasma, start kde plasma session 
2. open chromium and download a big file
3. wait your system to reach the monitor power saving timeout

What is the expected behavior?
Monitor should turn off when power saving timeout is reached even if download is still in progress.

What went wrong?
Chromium inhibits power management and monitor remains on during download even when monitor power saving timeout was already reached. See screenhot.

Chromium-based browsers Opera and Vivaldi are also affected.

How does the power saving monitor determine when to shut down?  Is it based on changes to the display/network activity?

I'm not sure if this answers your question, but
my monitor turns off after some time of computer inactivity and if there is no software (video player, for example) inhibiting the power management.
By inactivity I mean no input device (keyboard, mouse, touchpad, etc) is used.
Is your computer going to sleep or your monitor?  Does the monitor only go to sleep if there are no updates to the display?  We animate the download shelf a bit while a download is happening.  Can you try minimizing the window to see if it's the visual animation that's preventing the sleep?
Both computer and monitor do NOT go to sleep while chromium is downloading some file.
When the monitor power management timeout is reached during some download, my monitor screen blanks during some seconds but the screen resumes itself after some seconds, no matter if chromium is minimized or not.
Currently I use chromium 68.0.3440.75 on Arch Linux, KDE Plasma 5.13.3 desktop environment, X11 display server.
the download code shouldn't block monitor shutdown, maybe there is linux settings that will light the monitor up if there are disk operations?
what happens if you download using firefox?
My monitor turns off as expected when its power saving timeout is reached during download with Firefox 61.0.1.
