Can't type URL in new tab while full-screen

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. Go full-screen (F11) while on chrome://newtab
2. focus on URL/Search field below Google logo
3. Try to type anything (won't work)
4. 4. Click enter - receive warning that you haven't specified any URL

What is the expected behavior?
That I can type anything in query field while full screen

What went wrong?
I can't type anything in query field while full screen

Did this work before? N/A 

Chrome version: 64.0.3282.140  Channel: stable
OS Version: 4.14.10-300.fc27.x86_64

It's a known UX bug in Chrome.
