Chrome won't show its window when launched if native notifications is enabled on Windows

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Steps to reproduce the problem:
1. Enable "Enable native notifications." in about:flags.
2. Relaunch Chrome

What is the expected behavior?
Chrome is launched with a window

What went wrong?
Chrome is launched without a window, only some processes in the background which will eventually exit.

Did this work before? N/A 

Chrome version: 67.0.3367.0  Channel: canary
OS Version: 10.0

Thanks for filing the issue!

Checked the issue on reported chrome version 67.0.3367.0 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Navigated to Chrome://flags
3. Enabled Native notifications
4. Clicked on relaunch.

@Reporter: After clicking the relaunch, we didn't see that chrome launched again, Could you please confirm whether that's the issue. And could you please clarify us on your statement "Chrome is launched without a window, only some processes in the background which will eventually exit" in comment#0. Any further inputs from your end may help us.

Yes, that's the issue. After I launch Chrome, I cannot see a window, but can see some processes running for some time from task manager, but they eventually exit.
Still happens in the latest canary 67.0.3368.0.

I see the team is working on a fix, https://chromium-review.googlesource.com/c/chromium/src/+/959017 and links to an internal issue, feel free to close this one.
