Pre-CQ-Exonerator should customize the exoneration message based on reason

Right now when a pre-CQ is exonerated, it always gets the hard-coded message "CL-Exonerator has triggered a Pre-CQ retry on this CL due to a Pre-CQ sanity
failure."

This isn't correct when it is exonerating pre-CQ flake (there is no "sanity failure").
